News : RTA Retains Resolute Consulting for Illinois State Capital Campaign

Nation’s second largest transit system moves into phase two of  "Moving Beyond Congestion" campaign

CHICAGO - Feb. 25, 2009 - The Regional Transportation Authority (RTA) has retained Resolute Consulting to provide public affairs and public relations services for phase two of "Moving Beyond Congestion," a $10 billion capital campaign to fund the regional transit system’s infrastructure. The RTA is the financial and management oversight board for the nation’s second largest transit system, which provides two million daily rides in the six-county, greater Chicago service area.

The RTA coordinates three public transit operators in northeastern Illinois: Chicago Transit Authority (CTA) bus and train, Metra commuter rail and Pace suburban bus and paratransit. Despite significant infrastructure needs, the Illinois state legislature has not approved a capital plan for transit in nearly a decade.

"We have some very urgent capital needs in a very challenging economic climate," said Steve Schlickman, director for RTA. "We understand that we have to seize this opportunity by mounting a comprehensive campaign, and from past experience, we know Resolute Consulting can help us accomplish our goal."

Resolute Consulting was selected for the project based on its strong record of achievement in phase one of the Moving Beyond Congestion (MBC) campaign from 2006-2008. During the initial phase, which focused on enacting operating funding and implementing management reforms, Resolute recruited and activated 15,000 individuals and 700 organizations representing hundreds of thousands of people throughout the RTA service area. As a result of the issue campaign, the Illinois General Assembly and Governor not only approved the first major tax increase for operating funding in more than 25 years, but approved legislation that dedicates $500 million per year in new funding for mass transit operations.
