Resolute Consulting understands how to create and implement an engagement program to assist in government approval processes, align public and private sector interests, build public and stakeholder support, and mitigate political risk for any type of public-private partnership or infrastructure project.

For more than a decade, Resolute and our team members have worked on a wide range of public-private partnerships and infrastructure projects across industries and sectors, including road, rail, transit, bridges, airports, waste, water and energy.  Our team’s work has ranged from providing high-level strategic counsel to public and private sector stakeholders to communications, outreach and engagement activities to build and maintain public support for the project from inception through implementation.  For example:

Resolute Consulting has developed and implemented hundreds of comprehensive strategic communications, public relations and advocacy campaigns on behalf of our clients’ business interests. The Resolute team understands transportation and infrastructure, the public-sector procurement process and best ways to showcase capabilities through appropriate and well-timed avenues. We have led many programs and campaigns on behalf of municipal and regional agencies, developers, operators and manufacturers. Among our clients in this arena are steel manufacturer A. Finkl & Sons, Redflex Traffic Systems, AAR Corp., SSP, United (Washington-Beijing service), the Regional Transportation Authority (CTA, Metra and Pace), Chicago Transportation Authority, Midway International Airport, Gary International Airport, O’Hare International Airport, Hartsfield International Airport, the Michigan Department of Transportation, and the Illinois Department of Transportation.

CSR Sifang

Positioning a China-based manufacturing giant for a new market—the United States

PROJECT: CSR Sifang is a Chinese manufacturer virtually unknown within the United States. CSR Sifang competed for a $1.3 billion contract to build transit rail cars for the Chicago Transit Authority (CTA).  Resolute was retained to build visibility, awareness and credibility while simultaneously developing the community benefits portion of the bid package.  The company was well into the procurement process before realizing the need to communicate the benefits CSR Sifang would bring to Chicago.

STRATEGY: Resolute worked to develop messages for target audiences, a crisis communications plan, presentations and talking points and a robust outreach program geared to third parties in the business, civic, labor and public sectors.

OUTCOME: CSR Sifang and Resolute built external trust and credibility, commitments to infrastructure and job creation, and developed creative partnerships that put the company’s proposal over the top.

National Air Traffic Controllers Association (NATCA)

Strengthening the voice of an association through a public affairs campaign

PROJECT: The National Air Traffic Controllers Association (NATCA) is a national organization to advance the status, professionalism, and working conditions of all air traffic controllers. Resolute Consulting developed and managed a national public affairs and strategic communications campaign to impact the Federal Aviation Administration’s (FAA) plans for structuring the future of air traffic systems in the United States.

STRATEGY: Our team worked with NATCA to develop a national Road Show in local communities throughout the country where the FAA is actively working to consolidate air traffic control facilities and relocate controller jobs.

OUTCOME: The campaign garnered significant public and media attention, resulting in a stronger voice for controllers in the ongoing debate on this and other issues affecting controllers.

Gary/ Chicago
International Airport

Packaging and showcasing milestones for a major infrastructure project

PROJECT: Gary/ Chicago International Airport is Chicago’s third airport located within 25 miles and 35 minutes from downtown Chicago. Resolute Consulting provided strategic communications for the Airport during the $175 million Runway Expansion Project, first developing and managing an educational communications campaign as the City of Gary and the Gary/Chicago International Airport Authority entered into a public-private partnership with airport developer and operator AFCO/AvPorts.

STRATEGY: The Resolute team managed messaging and raised awareness around project milestones, including the relocation of more than four miles of railroad tracks.

OUTCOME: To mark this major achievement, the team coordinated a news conference on the runway, attended by local, state, and federal officials and more than 100 guests and reporters. The program was staged to provide an up-close look at the ongoing construction, and the team managed additional photo and video opportunities for media.
