David is a seasoned strategist and implementer of communications and outreach programs. He provides Resolute clients with national and international expertise on public policy, bringing insight on the executive and legislative branches at all levels of government.
As executive vice president, he oversees many client campaigns, offering strategic counsel and managing Resolute’s project teams. He leads a variety of issue advocacy campaigns, managing national coalitions in many different sectors including aviation, public safety, healthcare and education. He also helps clients navigate regulatory and approval processes and provides corporate communications counsel on a wide range of topics including crises, mergers and acquisitions.
Prior to joining Resolute, David was chief of staff and senior policy advisor to U.S. Representative Alcee L. Hastings (FL). He also served as an associate staff member of the House Committee on Rules and was staff director of the House Subcommittee on Legislative and Budget Process. During his tenure on Capitol Hill, David focused on energy, environment, agriculture, water, transportation, and tax issues. Prior to working in Congress, David worked in the Michigan State Senate as a Legislative Aide to then-State Senator Dianne Byrum.
David has also served as Deputy Executive Director of the National Jewish Democratic Council. He has been invited to speak throughout the U.S. and Europe on energy, environmental, transportation, and water policy, as well as the role of religion in politics.
David holds a master’s degree in international commerce and policy from George Mason University and is a graduate of James Madison College at Michigan State University with a bachelor's degree in international relations.
