In his eighth year at Resolute, Armando is experienced in public affairs, marketing and project management, providing clients with coalition building and organizing support.  His government experience and work with the business and civic communities throughout the region help him provide insight essential to client successes.

 Armando is heavily involved in Resolute’s public private partnership (PPP) and infrastructure practice, having served as a project manager, developing and implementing communications and public involvement plans for clients with issues before the U.S. EPA, the Illinois EPA, the U.S. Department of Transportation and the Illinois Department of Transportation (IDOT).  He recently received a platinum PRNews award for the Best Multicultural Campaign for Resolute’s work on behalf of the IDOT traffic safety program.

 

Prior to joining Resolute, Armando was with Bechtel Infrastructure Corporation, where he directed the company's public affairs programs and managed marketing and business development for the Midwest.  He also served as senior government and community relations officer at the Chicago Transit Authority, and was the public affairs manager at Unzelman & Associates.  During this time, he managed the $762-million expansion of Midway Airport. 

 

Armando served as chief of staff to the Hon. Joseph Mario Moreno, Cook County Board of Commissioners. He also administered programs for the National Association of Latino Elected and Appointed Officials.

 

He began his career as a journalist at Extra Bilingual Community Newspaper and earned his B.A. in communications from Loyola University.
